• Legal advice in cases related to the Integrated Solid Waste Management Program in Puerto Vallarta, Mexico, and the construction of a highway in the Republic of Uruguay, in claims brought as a result of expropriations that violated Treaties for the Promotion and Reciprocal Protection of Investments (2009/2010)
• Counselor at the Embassy of the Argentine Republic in Washington, D.C., USA, acting as a representative of the Ministry of Foreign Affairs and the Office of the President of the Argentine Republic, in work carried out with the international counsel of the Argentine Treasury Attorney’s Office (PTN), co-representing the State before ICSID Arbitration Tribunals. Roberto participated in the cases Siemens A.G. v. Argentine Republic (ICSID Case No. ARB/02/8); A.V. Total v. Argentine Republic (ICSID Case No. ARB/04/1); Telefónica S.A. v. Argentine Republic (ICSID Case No. ARB/03/20); Sempra Energy International v. Argentine Republic (ICSID Case No. ARB/02/16); Suez, Sociedad General de Aguas de Barcelona S.A. and Vivendi Universal v. Argentine Republic (ICSID Case No. ARB/03/19); El Paso Energy International Company v. Argentine Republic (ICSID Case No. ARB/03/15). (2003/2008)

International Consultant

• World Bank, team leader of the project to develop the rules for the supervision of private pension funds and public institutions at the National Commission of Banks and Insurance of Honduras, and training of staff at the Superintendency of Insurance and Pensions of Honduras (2002/2003)
• World Bank-UNDP, consultant on the “Study of the Reformulation of the Legal Framework for Insurance Activities in the Argentine Republic” (Project) – on the reform of the Insurance Entities Law and the Insurance Contracts Law.
